Lessons in Integrity and Innovation from the 2025 OAPT Fall Conference

The 51st Annual Fall Conference of the Ohio Association of Public Treasurers (OAPT) brought together a large group of public officials and vendors in a brand-new setting — the Hancock Hotel, located on the campus of Marathon Petroleum Corporation in Findlay. The event was filled with meaningful discussions, networking, and forward-looking plans for 2026, including fresh dates and new locations for upcoming OAPT events.

Now, Shareholder Sara Costanzo is sharing her top takeaways!


I had the honor of kicking off the conference as the opening speaker, presenting “When Officials Pocket Public Funds.” Despite Ohio’s mandatory training and reporting requirements for public officials, new cases of fund misuse continue to emerge each year — in fact, some were unfolding as the conference took place. My session focused on understanding the key motivators and red flags that can help prevent these crimes before they occur.

It’s also important to remember that suspected fraud, theft, misuse, or misappropriation of public funds should be reported immediately. Reports can be made through several channels:
